MILLERSVILLE, Md., 1 April 2013. An anesthetized cat rests comfortably in a carrier after spaying at Animal Birth Control LLC, a low-cost spay and neuter clinic in Millersville, Md., north of Annapolis. Volunteers take the recently neutered or spayed feral cats back to a recovery area — such as a bathroom, basement or garage — where the cats are given a day to recover before being released.
